Leaving Care

Responding to the lack of information in Australia on the effectiveness of leaving care programs generally, and the role of housing in leaving care programs more specifically, this project aims to inform policy and service practice to promote positive and sustainable housing outcomes for young people ageing out of the state out-of-home care system. The project is driven by the research question: which support model(s) most effectively facilitate positive housing outcomes for young people leaving care?

Foyer Models in Rural Australia

Case Management

Case management has been central to homelessness assistance practice in Australia since at least the early 1990s, when it was adopted as a key strategy to enhance SAAP. The approach was formally documented in 1997 with the release of the SAAP Case Management Resource Kit. This research synthesis project provides a rigorous and independent evidence base for informing practice and policy, in particular the negotiation of the next SAAP program agreement. It aims to provide an evidence-based understanding of how case management works to contribute to the development of more effective responses to the needs of people experiencing homelessness. This report defines case management and synthesises the international scientific evidence on case management practice for the homelessness sector.

YP4 – joining up services for young homeless job seekers
YP4 represents a new approach to assisting people experiencing both homelessness and unemployment. It recognises that existing housing and employment assistance is too often fragmented to the point of being ineffective for homeless jobseekers.

2006 Census
Counting the Homeless 2006: Victoria, Australian Institute of Health and Welfare
Nationally, 19% of the homeless were in SAAP accommodation on census night in 2006, but in Victoria it was 31%. Sixty-three per cent of the homeless in Victoria were aged 34 or younger, compared with the national figure of 58%.
